BaLinkBayan is a one-stop online portal dedicated to the overseas Filipino.

With the steady inflow of remittances to the Philippines and the growing awareness of its potential for sustenance and development, the Commission on Filipinos Overseas (CFO) recognized the need to establish BaLinkBayan. A quip on the Filipino word balikbayan (a returning overseas Filipino), BaLinkBayan is a means to connect Filipino individuals and communities to the Philippines through the Diaspora to Development (D2D) program of the CFO. BaLinkbayan focuses on the five of the D2D: diaspora investment and entrepreneurship, diaspora philanthropy,brain gain program, educational exchange and medical mission coordination.

In line with the Philippine Development Plan (PDP) 2011-2016, BaLinkBayan serves as the perfect platform to ensure better services for the overseas Filipino. BaLinkBayan's long term pursuit for inclusive and sustainable growth is driven by the collective strength of overseas Filipinos that can serve as catalysts to fuel Philippine economic development. Through this ongoing pursuit, BaLinkBayan strives to make an impact by encouraging our overseas Filipinos to participate and help achieve the United Nations Millennium Development Goals (UN-MDGs) such as the eradication of hunger and poverty, achievement of universal primary education, the reduction of child mortality, improvement of maternal health, and environmental sustainability.

BaLinkBayan seeks to provide overseas Filipinos with the most comprehensive online guide for engaging in the development of the Philippines through opportunities in investments, philanthropy, technology expertise and skills exchange, and special government services.


The BaLinkBayan Portal

The BaLinkBayan portal responds to the need for Diaspora Driven Development as an access and a gateway for overseas Filipinos to engage in various ways in an effort to contribute to a prosperous and developing Philippine economy. The portal is an inter-agency undertaking with the Commission on Filipinos Overseas (CFO) as lead agency with its participating partners: Department of Agriculture (DA), Department of Trade and Industry (DTI), Department of Health (DOH), Department of Science and Technology (DOST), Department of Interior and Local Government (DILG), Nation Competitive Council (NCC), National Anti-poverty Commission (NAPC), Professional Regulation Commission (PRC), Provincial Government of Ilocos Norte (PGIN), City Government of Naga (CGN) and others.

The portal offers several features namely, the START A BUSINESSDONATE AND VOLUNTEER, ACCESS GOVERNMENT ONLINE SERVICES, VIEW INTERACTIVE MAPS pages. The START A BUSINESS page assists overseas Filipinos to be an entrepreneur. The DONATE AND VOLUNTEER page encourage them to share their fortune and skills with fellow countrymen in need. The ACCESS GOVERNMENT ONLINE SERVICES page links to national government agencies, while it pilot tests local government services.

The most unique feature of the BaLinkBayan is the VIEW INTERACTIVE MAPS page which contains a visual guide on every town or region's local products, business competitiveness index, classroom shortages and poverty threshold. There are six interactive maps: 1. Agricultural Products Interactive Map – Province and Municipality, 2. Top 20 Cities and Municipalities (Town) Competitiveness Index Interactive Map, 3. Classroom Shortages Interactive Map, 4. Yolanda and Bohol Earthquake Damaged Classrooms Needs Interactive Map, 5. National Anti-Poverty Commission (NAPC) Community-based Monitoring System Interactive Map, 6. Health Interactive Map by Department of Health. The Forum page serves as the feedback mechanism as well as to allow interaction among visitors and guests.

The Frequently Asked Questions (FAQ) page gives a quick look into common subjects of inquiries, while the Downloads page contains documents allowing further study and review. 

It is continually being developed and enhanced as new features and services are offered. The public is encouraged to join the Forum to share their feedback and views.


Who Is Mig R. Ant?


My name is Mig R. Ant, but call me Migs. I will guide you through the BaLinkBayan portal.

Filipinos and ants are very much alike. We ants constantly move from one place to another in search for a better life for our families. The same goes with overseas Filipinos working abroad.

Ants work together in gathering food and in protecting the safety of the colony. The Filipino term for that is called Bayanihan, which refers to the spirit of unity in a community to achieve a common goal.
Notice how we ants link ourselves together as we go great distances in search for a good life? We have a strong sense of smell that enables us to go back home wherever we are.
